The Mainitnon Gihapon (MG) Facebook Group

Created as a Facebook Group (subscribe HERE) in August 2011 by Mana Mary Lincuna "Daday" delaCosta Castro and Mana Wilhaida "Haidz" Mondano Elsisura, Mainitnon Gihapon, rapidly grew into a throng of Mainitnons around the world. It went viral after the pioneering member-subscribers added fellow Mainitnons (or those with Mainitnon roots) into the group... where exchanges about anything and everything Mainitnon were rapidly posted online. As one member commented "way puas na mensahe, amora nan resibo sa grocery". Posting ranged from archival photos linking one family to another, to Mainitnon words which some were already considered "extinct"... from sharing of trivial experiences of the past to mere blabber (pagsanjawjaw nan tinurapwak).

The postings were so Mainitnon that subscribers from outside Mainit (migrants) felt a virtual home... a cyber space of merrymaking and reunion of kababayans and relatives (kalumunan). The online festivity was so alive that people were online 24/7... where some (Mano Noli?, etc?) even thought people did not bother to sleep already. Someone (Mana Ofelia Mondano Krones) branded the members as witches (mga ayok!)... Mainitnons who never sleep! But since calling the members "ayok" is a curse (as Mainitnon tradition tells us)... Mana Pinky Mozar Chang and Mana Zoraida "Zoraits" Mondano Sudweeks suggested that subscribers be called "Yokers" - a slang modernized name of "ayok" ala New Yorker! Thus the new name... Mainitnon Gihapon Yokers or MG Yokers. To insert MG in the names, male members are called MYokers while females were GYokers.

After a month of kukabildo (serious conversations, char!), some members felt the need to be serious (weh!) and help our kababayans! Several projects were on the virtual table for brainstorming (I'll devote a separate write-up for each of those). The first and most successful was the Christmas Gift-giving Project called 2011 Pail of Joy (POJ) - Mainitnong Gasa (MG).

The 2011 POJ generated a whooping P172,856 cash donation from MG's month-long (Nov 4 to Dec 9, 2011) fund-raising drive from 43 donors both within the MG and from among generous friends and sponsors. Donations in kind (lechon, goods, pails, time, effort, smiles... were unquantifiable. I would regard the project to be worth P1million in cash and in kind! POJ provided a pail of goodies worth P400 to selected Mainitnons in Mainit whom our partner barangay officials (Barangay Quezon and Magsaysay) identified as indigents. The Pail contained: 1. bugas (rice); 2. sardinas (can of sardines); 3. noodles (instant noodles); 4. kape (coffee); 5. milo (chocolate drink); 6. udon/miswa (rice noodles); 7. sabon humot/ panlaba (soap); 8. asukar (sugar); 9. bread/biscuits; and 10. star margarine.

The distribution were done on December 17 and 18 in Barangay Quezon at the residence of our generous host, Mano Toto Mozar and Mana Malu Mozar. The entire Mainit operation-packing-distribution was headed by organizer par-excellence Mana Maria Liza Villamon Cortes (clap clap clap!). The following were among the ever-dedicated volunteers (Nimrod Elsisura and family, Luna Borinaga-Labrador, Maria Lorena Mozar, Bumbum de la Costa, Irish Elsisura, Luz Vida Salvalion, xxx, xxx, xxx, xxx).

Claim stubs (provided by a donor from Manila) were numbered and were the basis for identifying the recipient of POJ.

The initial target was only 200 recipients... but because of the overflowing donations, the number of beneficiaries doubled.

Capitan Saturnino Libarnes reported from Mainit to Manila "Provincia de Caraga Ano de 1853 Pueblo de Maynit, Cuenta comunal que presenta el Gobllo del espresado ano." I guess this is an annual report submitted by the Pueblos on the products and taxes collected for the year. 31

It also contains original signatures of two more main signatories "principales y cavesas" - Selverio Muparce (probably Mupas) and Anastacio Libarnes. 31

Fr. Antonio Chambo, SJ wrote from Mainit that the provisional convento of Jabonga was finished. “These Mainitans are those who give me more suffering witheir proverbial apathy and sloth”. The road from Mainit to Surigao was started. 29 pp 48

Fr. Antonio Chambo, SJ wrote from Jabonga. The hurricane of May 1876 prompted the residents of Jabonga to transfer the pobacion to a healthier spot – a sufficiently flat place on the same bar of the lake. 29 pp 56

In Mainit, they had to build houses and form a village. More than 100families now reside in the village. 29 pp 56 This must be the transfer date from Daang Lungsod to the current loction of the Poblacion.

House of God in Mainit was destroyed by a hurricane. 12 men each week worked on the church. Every Monday they came together to help in hauling lumber and erecting posts. 29 pp 56 I remember Lola Tisay telling us about their grandfathers – including Hilario Mangado – carrying toog, magkono and large wooden posts from the lake to the constructionsite of the church. 30

Fr. Chambo, SJ described the abundance of Magcono from Surigao to Butuan. Other hardwoods were also listed including tiga (probably Tugas), Narra, and Molave. He also described the abundance of gold and the presence of hot springs with exceptional phenomenon of petrifying anything within minutes of submersion. 29 p 56

Lake Mainit: the gift and challenge for Mainitnons

An old adage reminds us that “we do not inherit the earth from our parents, we borrow it from our children.” Same can be said about our Lake Mainit - we did not inherit it from our kapopo-popoan and kauya-uyahan, we simply borrow it from our kabataan and ka-apo-apohan.

As “borrowers,” we are responsible in ensuring that when we ”return” it, Lake Mainit remains a living lake for our children and our grandchildren. We are bound to conserve its resources and preserve its beauty.

The Lake
Lake Mainit is the fourth largest lake in the Philippines and the second largest in Mindanao, having a surface area of 173 square kilometers. The lake is also the deepest lake in the country with a maximum depth of 223 meters. The largest lake in the country, Laguna de Bay, has a maximum depth of only 20 meters.

In January 2004, it was declared as the most transparent lake in the Philippines having a 6.65 meters Secchi depth[i]. Lake Lanao was the most transparent lake from 1932 to 2004 when it registered 6 meters Secchi depth. Lake Mainit can absorb 1% of the indirect sunlight up to a depth of 13 meters indicating that primary production is distributed throughout a substantial depth. The lake water is greenish and odorless with an average transparency of 3 meters. The coastal areas are sandy mud.

The lake is fed by more than twenty small rivers and creeks but has only one outlet, the Calinawan River, which flows southward to join Aciga River and forms the Tubay River which eventually flows out into Butuan Bay.

The lake is located in the northeastern part of Mindanao and shared by the provinces of Surigao del Norte and Agusan del Norte. Clustered around it are the municipalities of Alegria, Mainit, Sison and Tubod in the province of Surigao del Norte and the towns of Jabonga, Santiago, Tubay and Kitcharao of the province of Agusan del Norte.

The lake is home to several plant species[ii] especially in the marshy areas. Land around the lake is intensively cultivated.

There are about 24 economically important fishes found in the lake. The rich fish fauna includes non-migratory[iii] (pidjanga, palawan, hayuan, pantat, bakag, and pait-pait), migratory[iv] (bangus, bayanak, gingao, kasili, kikilo, bolinao, etc), and introduced species[v] (tilapia, karpa, gurami, etc). Some species of freshwater shrimps (isik, pasayan, etc) are also found in the lake, as are shellfishes (ige, bebe, kiyambuay, etc). A number of bird species[vi], including waterbirds who use the lake as feeding areas, are also identified within the vicinity of the lake.

Economic value

The lake supports an important fishery with an annual production of more than 300 metric tons in the 70s. The economy of the municipalities around Lake Mainit is heavily dependent upon the agricultural production concentrated around the perimeter of the lake.The lake is state-owned but the agricultural lands and the ricefields around it are privately owned. In the past, two timber companies operated in the water catchment area. Currently, there are mining explorations in the lake’s catchment area.

Disturbances and threats

Indiscriminate gathering of raw materials, especially sand and gravel from the lake shore are hauled and sold as housing or as road filling materials.

The mouth of the lake outlet is increasingly becoming shallow as a result of silt deposition in the area. The shallow mouth prevents rapid exit of the water, consequently flooding the lower portions of the lakeshore including the ricefields. Erosion from the denuded mountainside where timber and mining companies operate threatens the watershed area as well as the lake.

Mining wastes, domestic sewage, fertilizers and pesticides are serious pollutants of the lakewater.

Conservation and preservation

Our world experiences a continuous process of transformative change. Our task is to develop solutions to the unprecedented problems facing humanity-and to do so quickly. This is a call to action and a call to commit one's energy and passion to the betterment of the world,and the preservation of what is precious and beautiful in nature.

The disturbances and threats to Lake Mainit are crucial environmental issues. Let us influence policy decision makers, politicians, business people and other stakeholders. Let us work towards achieving concrete conservation targets and encourage fellow Mainitnons, organizations, corporations, and our local governments to take action towards protecting our precious natural resource: Lake Mainit.

Wild and semi-wild plants and animals contribute significantly to nutrition, health care, income, and culture of developing countries, and the poorest and most vulnerable people often rely on those resources. Depleting those resources or making them inaccessible can impoverish these people even further. ‘Pro-poor conservation’, that is, conservation that aims to support poor people, explicitly seeks to address basic human needs.

Make a difference wherever you are

Each of us has a responsibility to the area we live in. If we don’t take action, personally or by voicing out our sensible ideas and opinions to the authorities, chances are, nothing will be done. Let’s bring our concerns about environmentally sensitive areas before our local officials. We can share our time or volunteer through a local conservation group. We can encourage others to adopt a greener lifestyle. When we need more information relevant to the environment, we can always become proactive by doing research or simply ask people more knowledgeable about it.

Let’s keep the beauty of our lake. We can remove garbage from the lake because many items take years to degrade and are dangerous to wildlife. We have the choice not allow dogs and other animals to disturb or foul the wildlife at the lakeshore. If there are no garbage cans, we can ask the local council to provide some.And how about disposing our sanitary waste properly - not down the toilet – or we might just find it on the lakeshore endlessly.Also, we can report anything unusual such as pollution to the Barangay Captain concern. In many small ways, we can always tap our God-given power to preserve and conserve the integrity of our natural resources, foremost is our Lake Mainit.

The Alphabetical Catalog of Surnames (Spanish: Catálogo alfabético de apellidos, Tagalog: Alpabetikong Katalogo ng mga Apelyido or Katitikang Talaan ng mga Pangalang angkan) is a book of surnames published in the Philippines and other islands of Spanish East Indies in the mid-19th century. This was in response to a Spanish colonial decree establishing the systematic distribution of family names and the imposition of the Spanish naming system on the inhabitants of the Philippines.

The book was created after Spanish Captain and Governor General Narciso Clavería y Zaldúa issued a decree on November 21, 1849.

Congrats to Auntie Reggie for making it to the SP for the nth time!

Sad to know that Mano Banoy failed to make it to the magic 5... by just less than 5,000 votes! If all the 14,000 Mainitnons voted for him, he would have lead Borja by 3,000 votes. Mano Banoy topped the SP slate in Mainit getting 7,000+ votes. But I think this is a good fight...

Ronnie Mosende got the 9th place.

A week before the elections I tweeted that my heart tells me to support Eddie Villanueva, my mind dictates that I vote for Gibo Teodoro, but I said my instinct was all for Noynoy Aquino. Well, a month before that, I was already gearing for Noynoy (HERE), but until the very moment I was about to shade my official ballot, I was hesitating. Eventually, I followed my instinct.

Mar, Neric, Yasmin, Pinoy and Riza... as of the last counting, will seem not able to make it. But I am positive that with Noynoy holding the administration of the country, these trustworthy and hardworking people will have important role in the government... I hope!

Now, it's time to rebuild our country.

Come August 2010, this lowly Pidjanga Blog will be 5-years old.

In that course, almost a thousand post have been uploaded here for the enjoyment or scrutiny of my fellow Mainitnons. A feat I did not expect to achieve since I am not a writer.

Just like anything else, some good things have to "die" to let new things to "be born". I am positive that a new breed of Pidjanga talents, with same zeal and passion to serve our town despite the physical distance and seeming disconnect with the culture, will soon emerge... to set a new example and to lead.

I am putting into CD or DVD the top 500 articles from this blog which will feature key cultural, political, environmental and social write-up about my beloved town, Mainit, Surigao del Norte. I hope to produce enough copies and give as gifts to those who will feel they will miss the blog.

I have already received strong reactions from avid Pidjanga Blog followers who already made reading this blog a part of their lives. Thank you so much for your trust and confidence, but so far, none is so persuading enough to convince me.

You still have three more months to Google and save your favorite Pidjanga posts. Savor it.

Pidjanga notes: The Pidjanga Blog Poll of 13-19 April 2010 (HERE) almost perfectly predicted the distribution of votes for the mayoralty race. Re-electionists Mayor Mondano received 56% in the Online Poll and in the actual elections, he got 53% or 7,323 votes. Looking at the 2007 statistics where he got only 6,232 (HERE), those who voted for Mayor Mondanon actually increased by more than a thousand.

Voter's turnout is actually higher by a thousand too. There were around 13,000 voters in 2007 (HERE), and as you can see above, 14,115 Mainitnons went out to cast their votes in 2010.

The poll also predicted well that to win a councilor's post, aim at least 5,000 votes. However, the poll's topnotcher Mano Nelson Reyes did not make it to the magic 8 (he placed only 9th!), instead 10th placer Michael Mozar topped the actual elections. Of those predicted to win, only Thaddeus Reliquette and Nelson Reyes failed to win. They were replace by Anthony Urquia and Fely Odtojan.

All three MATUGAS candidates led in Surigao del Norte elections:

Surigao City Lakas Mayoralty bet Engr. Ernesto Matugas was already officially proclaimed by May 11.

Former Department of Education regional director Sol Matugas of Caraga Region and Region 8 was leading the Surigao del Norte Governor race by a margin of more than 1,000 votes against incumbent Governor Robert Ace Barbers as of 8 p.m. Tuesday evening.

In the first congressional district of Surigao del Norte, incumbent Congressman Atty. Francisco Matugas of Lakas-KAMPI-Padajon Surigao got 34,164 votes while closest rival Constantino Navarro, III got 24,349 votes, in the latest tally of canvassing.

I have voted already here at Cubao - Cluster 901, Precinct 3737A, Voter #48. It took almost 2 hours to queue, but just 7 minutes to votes! The process was orderly. If not for the defective PCOS was replaced by 9AM, the line and waiting time would have been shorter.

I received reports that a number of PCOS machines in the poblacion have failed by noontime. The line went longer and people are becoming impatient.

FORWARDED MESSAGE - 10 May 2010 Election

Hi Just want to share with you some things I learned about the ballot for the coming automated elections. I hope the information below will help voters out there. I think that since this is the first automated elections the country is having, it's going to take some adjustment and adaptation on the part of voters, and extra knowledge/informati on is sure to help anyone heading to the polls on May 10, 2010.

I attended my barangay's seminar on the 2010 elections last Sunday, arranged by the captain, Ralph Diaz. I learned a few things from Mr. Diaz about the election ballot that could be informative for all of us:

1. Mr. Diaz said that the ballot is very, very sensitive to marks, ink, H20, stains, scratches, folds, sweat, etc. If, say, you have grime on your hands, or your hands are wet, or your sweat drips onto the ballot, the PCOS (Precinct Count Optical Scan) Unit will not read it. So, keep your hands very clean before voting. That is why the indelible ink will be put on your finger after you're done voting, and not before, and why you will be given your ballot in a folder, a "Ballot Secrecy Folder", so that you can lessen the actual handling of the ballot with your hands.

2. Shade the egg-shaped hole beside your chosen candidate fully (you will be provided with a marker). Don't check, line, X, dot, or half-shade it, because the PCOS Unit will not read it. Try not to go beyond the lines also (well, not too much).

3. Mr. Diaz said that there will be a barcode going around the ballot. If this is marked, even scratched, in any way, the ballot will be spoiled. He said that if anyone else handles the ballot, watch them well, in case they intentionally scratch the barcode with a fingernail to prevent your ballot from being counted. He used as an example that if you're obviously for a candidate that, say, an unscrupulous precinct official is against (hopefully, there's no such thing as an unscrupulous precinct official ;-P), that official may scratch your barcode to prevent your vote from being counted.

4. You will have four tries to put your ballot through the PCOS Unit. You can put it in forward, backward, front side up, back side up, whichever, but only four tries. If after the 4th try it doesn't read properly, goodbye ballot.

5. You will get one chance to have your ballot changed if you don't like it. That's when they first hand it to you. Inspect it right away. If you see any folds, scratches, or marks, you can ask for a change (which may lengthen your voting process, Mr. Diaz added).

6. Bring a list of your chosen candidates on a piece of paper so that you won't spend too much time filling out the ballot. If you make your decisions on the day itself without a list, you could spend a long time filling it up.

7. Watch the readout on the PCOS Unit when you insert your ballot into it. Mr. Diaz said that if successful, it'll read, "Congratulations! Your ballot has been scanned." If not, it'll say why (improper shading, etc.) Get that "Congratulations" message before leaving to make sure your vote is counted.

8. Bring an ID (Voter's ID is best, but if you don't have one, driver's license, passport, etc. any valid ID with your address and preferably a photo is all right) to present to the BEI (Board of Elections Inspector). If you can find out beforehand through your barangay, also get your Voter's ID number, precinct number, and your sequence number (the number beside your name in the voter's list). This'll speed up your voting process.

9. The ballot you are given will only be readable by one specific PCOS Unit. In other words, only one machine will be able to read your ballot, because it's pre-registered there, so when you're ready, line up at the proper machine. Don't line up at the wrong machine; your ballot won't be read, and it may spoil your vote.

10. Polls open on May 10, 2010, at 7 a.m. and end at 6 p.m.

11. Mr. Diaz said that the Comelec told him that with the PCOS Units, we will know the winner of the elections in 5 days. Otherwise, the PCOS Units will allow for a manual count since all votes will be recorded inside the machines (let's hope it doesn't come to that, because it's going to take the usual weeks and weeks to finish the count).

12. The PCOS Units have internal batteries that can last 16 hours in case of power outages. Since the voting period only lasts 10 hours, there's a 6 hour buffer. But still, let's hope for no brownouts on May 10, 2010.

13. The PCOS Unit will print out the vote count in what looks like a very long cash register receipt (whose print will last for 5 years, he said), which will be put into a sealed box that'll be sent to the Comelec for proper counting. Also, the PCOS Unit will count the number of voters who are voting based on the ballots inserted into it, so again, watch the screen on the machine to make sure of voter count, as well as other important messages.

14. Mr. Diaz said that you should vote only the exact number you should vote for. So, vote for only 1 president, 1 vice president, 12 senators, 1 party list, 1 mayor, 1 vice mayor, 1 member of the House of Representatives, etc. (the limit will be there on your ballot as a "Vote for not more than ____"). If you vote for more than the stipulated number, that particular portion of the ballot is spoiled. You may, however, vote for less (as in, if you can't find 12 worthy senatoriables to vote for, it's all right to vote for less than 12).

15. Mr. Diaz stressed repeatedly that in voting this time, one should not make mistakes. It's asking a lot from us, but he said that over and over again. His words: "Don't make mistakes, otherwise, you'll spoil your ballot".

16. Of course you'll also be asked to do the usual signing of forms and marking of thumbprints.

Mano Nelson TOPS Pidjanga Online Poll

Thanks to all who participated on the Online Pidjanga Poll for Councilors which was conducted from April 23-27, 2010.

A total of n:156 voted using the free online survey tool from www.kwiksurveys.com. Seventy-four percent (74%) were from the Philippines while the rest were from the US, UAE, Australia, and Japan. Of those in the Philippines, 16% actually voted from Mainit (or in Surigao).

The graph (figure 1) below shows re-electionist councilor Nelson Reyes as the top councilor gaining 57% of the votes. My election statistics of 2007 (read HERE) estimates that around 13,000 of the 16,000 voters actually voted in 2007. Mano Nelson's votes could be roughly around 7,400. In 2007 actual elections, he was placed 5th garnering 5,131 votes (here). While the top councilor then (Nonong Behagan) got 6,843.

At 2nd post is Vicente Salino who got 52% of the votes (roughly 6,800 if projected from actual 2007 voters turn out). Mano Itud only placed 12th in the 2007 elections (4,249 votes), reportedly, because the votes for "Jun" which he failed to use officially went to Eladio "Jun" Endico (this was never verified).

Incumbent councilor Arturo Mosote placed 3rd garnering 50% of the votes (around 6,500). He got the 8th or last post in the 2007 elections (with 4,898 votes),

Sharing the 4th to 6th rank are also reelectionists Nonong Behagan, Tano Recabo, and Roxy Salino. All three of them were voted by 47% of the respondents (roughly translated into 6,000 votes each). Coincidentally, they were the top 3 councilors of 2007 all making the 6,000 mark.

First-time candidate Thadeus Relliquette got the 7th place at 41% (around 5,400 votes). He is the one and only Nacionalista party candidate in the SB roster.

The last post was won by re-electionist Daday Odtojan (36% of votes or around 4,700 votes).

Elmer Paniamogan placed 9th and Michael Mozar placed 10th (each getting around at least 4,000 votes if extrapolated).

Reyes tops again, Itud overtakes Mosote (Day 5)

It's day 5 of the Pidjanga Councilor Poll. Mano Nelson regains the top post at 11%. However Itud Salino has overtaken Mano Turo at 2nd place with 10% and 9% of votes respectively.

Tano, Thaddeus, Roxy, and Nonong, remains at the 4th to 7th place (8% each). But Michael Mozar fell from the magic 8 and is replaced by Daday Odtohan who got 7%. Michael now shares 9th-11th place with Elmer Paniamogan who got 6%.

Mano Johnny Villapane remained at 3%, placing him on the 10th to 12th place. Monterola got 5 votes and is among the lowest!

The Lakas (Mano Ramon) seems to dominate the councilors post winning around 6-7 of the 8 posts. In fact the Top 3 revolves around the Lakas bets. The Nacionalista (Mano Cenon), based on the trend, will likely post only 2 councilors - Thaddeus and Michael.

Mano Torax now tops the Pidjanga Poll for Councilors (Day 4) at 11%. Mano Nelson trails at 2nd place (10% ) followed by Itud on 3rd place at 9%. Tano, Thaddeus, Roxy, and Nonong, who all got 8% shared the 4th to 7th place. Michael Mozar is still at 8th post with 7% of the vote, but is now shared by Daday Odtojan and Elmer Paniamogan who also both got 7%.

Apologies for Mano Johnny Villapane. His votes might be an under-estimate. Currently, he got 3%, placing him on the 10th to 12th place.

Mano Torax and Mano Nelson topped the Day 3 of the Pidjanga Poll for Councilors. Each got 10% share of the votes. These were followed by Tano, Roxy, and Itud which all got 9% each. Nonong and Thaddeus ranked 6th/7th place (8% of votes each). Michael Mozar landed on the 8th post with 7% of the vote.

If the election was held ONLY yesterday, Mano Nelson Reyes will top the councilor's post. The following will complete the new Sangguniang Bayan: Mosote, Mozar, Reliquette, Itud Salino, Roxy Salino, Odtojan while Doong, Endico, and Behagan will toss coins for the 8th spot in the council.

Let's analyze later how many reelectionists will retain their posts and how many newcomers will join the force.

Mondano-Garrido Tandem wins 13-19 April Pidjanga Poll

Salamat sa mga nanbotar! Record breaking poll outcome of more than 300 "voters".

Incumbent Mayor Ramon Mondano won the mayoralty race by garnering 56% of all votes, a 13-point percentage lead over newcomer Cenon Japay who got 43%. Japay's vote was actually a phenomenal jump from just 16% Pidjanga Poll last July 2009 (here) while Mondano's 56% was an 11-point decrease from the 67% landslide win last year.

The vice mayoralty race was all for former Brgy. Quezon Captain and ABC President Carling Garrido which garnered an overwhelming 63%. Former 2-time mayor Roger Gatpolintan got a distant 29% while incumbent Brgy. Matin-ao Captain Boy Mantilla only received a dismal 6% of votes.

Are these indicative of likely votes come May 10 actual elections?

No one knows... really!

Let me reveal some stats from the Pidjanga Voters through analysis of visitors.

The poll was open for 7 days from April 13 to 19, 2010. A total of 323 casted their votes, 29% of which came from the US, 28% from the Philippines, another 28% have UNTRACEABLE place of origin (tag-uno man???), and the remaining voters were from Saudi Arabia(4%), Qatar, Netherlands, Ireland, Canada, Finland, UK, and Germany.

On the first 3 days of the poll (first 100 votes), Japay was leading the mayoralty post at 60-70%. But by the 4rd day (April 16, see graph below), suddenly visitors/voters tripled the daily average (success of the FACEBOOK plugs?) which mostly voted for Mondano and overturned the results. On the 5th till the last day of the mock election, Japay's votes also grew but has not recovered much since the 4th day to overtake a win.

One Pidjanga web expert hinted me via facebook that it is possible that a "dynamic server" was used by one person to cast multiple votes. I checked the Blogger Poll plug-in I used and indeed, just a mere use of another computer (different IP address), I can cast a second vote.

Hmmm...

Well, surveys are surveys are surveys are surveys... make your own conclusions!

Bishop Cinches dies at 78

MANILA, April 12, 2010—Surigao Bishop Emeritus Miguel C. Cinches passed to his eternal reward at 2:55 PM today at age 78 at Cardinal Santos Medical Center of cardio-pulmonary arrest.

Bishop Cinches is fondly remembered in the Diocese of Surigao where he served as its third bishop as a very jolly man who took time to compose religious songs.

The retired prelate was confined to the medical facility since March 22, 2010 when he suffered difficulty of breathing.

Bishop Cinches was born on February 7, 1932 in Dauis, Bohol and was ordained to the priesthood at age 29 years on October 22, 1961 as member the Society of the Divine Word.

He was appointed Bishop of Surigao on January 10, 1973 at age 41. He resigned on April 21, 2001 at age 69 due to poor health.

Surigao Bishop Antonieto D. Cabajog, who succeeded Cinches on July 21, 2010, said the late prelate served Surigao for 28 years and has been loved and respected by the Catholic faithful.

“He has a compilation of religious songs,” Bishop Cabajog told CBCPNews.

The retired prelate stayed in Surigao for some time and was often heard saying he wishes to spend the remaining years of his life in the diocese he served.

His fellow tennis player and confrere Fr. Isabelo “Bel” San Luis, SVD, President of the Mission Communication Foundation said the wake will be held at the Villa Cristo Rey, the home for retired Divine Word missionaries beginning at 10:00 P.M. tonight.

Interviewed by CBCPNews, Fr. San Luis said the retired bishop stayed with his fellow retired missionaries after the stroke he suffered after a game of tennis in 2005.

“We used to play tennis together,” Fr. San Luis added.

Both Surigao Bishop Cabajog and Fr. San Luis said funeral arrangements will be announced soon.

“Bishops are normally laid to rest at the place of their last assignment,” Bishop Cabajog said. His funeral arrangements will be announced soon after consultation with the relatives of the deceased. (Melo M. Acuña)

Noynoy or Gibo?

After another 3 months of discernment and careful considerations, my support seems to go to NOYNOY AQUINO for president.

Remember that in December 2009 (HERE) I was torn between Noynoy and Gibo, although I was giving more weight on Gibo's brilliance in determining key strategies for our country's development. However, Gibo's actions, especially his continued patay-mali about his very wrong choice of Vice Presidential Candidate (uno man si Edu Manzano man gadjud, himoon an tanan basta lamang mudaug???) and his retraction of support to the Reproductive Health Bill (which in my opinion addresses key problems of our mothers and women especially on preventing preventable and unnecessary deaths ), seem to convince me that while he has the SIPAG and TALINO (pretty much like PGMA), his values can be twisted when the road gets rougher.

Let's be honest that ALL of the candidates, including NOYNOY, have their own negative sides. So now I take my focus on just ONE QUALITY that would make Filipinos, once again, be proud of our being a Filipino - the CAPACITY not to be CORRUPT! Eddie Villanueva (I voted for him in 2007 over GMA) and Dick Gordon (I consistently voted for him for Senator) share the same trait, but combine this with winnability... NOYNOY gets my support.

Since all my support goes to Noynoy's Vice President - Mar Roxas, the ever humble, results-based worker, who happens to be our University Graduation Speaker in Xavier University, and to my three (and only 3) senatorial candidates - all under Noynoy's ticket - Neric ACOSTA, Yasmin LAO, and Pinoy LACSON, NOYNOY somehow wins now in our choice.

And finally, majority of those in my family SUPPORTS Noynoy... and family that prays together to support Noynoy... stays together...

Pidjangas... why don't you do your own deep discernment too... share with me you thoughts. SMILE!

Who has the stronger PLATFORM?

Looking at the platforms of government shared by Mayoralty Candidates Ramon Mondano and Cenon Japay, it is clear that Japay's "Pagbag-o para sa Pag-Asenso" has more meat than Mondano's "Go Ahead Mainit".

What I give more credit is Japay's capacity to visualize his VISION for Mainit and how this is translated into his team's MISSION. Each component of his platform contains detailed summary of its expected areas of tasks and intended accomplishments.

I like Mondano's neatly and cleverly arranged acronym because it perfectly covers key areas of development concerns. What I find more appealing in it, which appears to be absent in Japay's list, is INTERNET ACCESS (although Japay wrote something about Information Technology which MAY mean just provision of IT infrastructure, etc). But, the acronym, while it is striking and catchy, appears to be useless because it is, well, just an acronym i.e. no concrete terms of reference on how to accomplish them.

While it seems that Japay's plaform contains more substance and a clearer vision for Mainit (AND it tremendously helps the Mainitnon electorate to better know him as opposed to Mondano), I still find BOTH parties lacking in MEASURABLE goals and absence of DEPTH in terms of achieving those because those are the rights of the Mainitnon people - that is, beyond their PLEASURES to serve, it will be then their SWORN duty and obligation to ensure that we, Mainitnons, rightly CLAIM our rights - right to LIFE, right to SECURITY, right to EDUCATION, right to HEALTH, right to DECENT WORK, right to HEALTHY ENVIRONMENT, etc.

As current or future officials (better SERVANTS) of our town, we would like to see more concrete and measurable statements on how you would be able to RESPECT, PROTECT, and FULFILL our rights as Mainitnons.

THIRTY DAYS more and we can still wait for that... CHEERS!

On Health, Sanitation and Social Services
Thrust: Easy access to our local health centers; work for additional medical and health personnel; work for the continuous supply of basic medical supplies; conduct regular medical/dental missions in the barangays; promote responsible garbage segregation and aim for zero waste management; secure Philhealth cards for Mainitnons, in coordination with the provincial government.

On Peace & Order
Thrust: Strict institutionalization of existing laws and policies on Peace and Order; strongly advocate for a peaceful, harmonious and caring community; pursue a regular multi-sectoral (Church, municipal/ barangay officials and civic leaders) peace dialogue or conference; and, possibly put up a police detachment in Barangay Matin-ao and in Barangay Magpayang to meet the peace and order needs of these barangays and the surrounding areas.

On Finance, Appropriation and Cooperatives (Ways and Means)
Thrust: Strongly pursue transparency in all government transactions in all government agencies; review the existing municipal ordinances on fiscal affairs; review the municipal revenue code and existing local taxes and identify sources of revenues; maximize revenue collections; support the formation of cooperatives in every barangay and strengthen membership in these cooperatives.

On Livelihood, Trade & Industry, Agriculture
Thrust: Create a Business Development Office (BDO) to identify livelihood opportunities; develop a “local produce” that will provide an identity for Mainit and adopt the “One Town, One Product” program of the national government; aim to provide livelihood trainings and seminars for added skills and know-how for farmers and housewives; assist small entrepreneurs gain access to government financial institutions for small and short term loans for their start-up capital; provide fertilizer subsidy to farmers; pursue animal and fowl dispersal programs.

On the Environment
Thrust: Strongly advocate for responsible mining for sustainable development; identification of watershed areas and forest reserve areas; pursue waste segregation policies and zero waste management programs; conduct seminars and forum on the protection of the environment to minimize the effects of global warming; pursue a clean and green environment.

On Infrastructure, Waterworks and Electrification
Thrust: Strongly pursue for road concreting of all 21 barangay roads of Mainit (also farm to market roads); completion and improvement of the Mainit public market; pursue the improvement/upgrade of the local waterworks; pursue efforts to provide every family access to electric power supply.

On Tourism, Linkages, Civil Societies and Transportation
Thrust: Development of a Tourism Committee to identify tourism opportunities in Mainit and develop potential tourist destinations, like Lake Mainit, Mapaso Hot Spring, Togonan Falls, Dayano Cave. To conduct studies and research on different water sports, such as wakeboarding, water/jet ski, boating, rowing, and other related water sports in Lake Mainit; to construct a mini museum depicting Mainit’s history and its historical significance as a community; enhance local fiesta celebrations and Araw ng Mainit as potential tourist attractions; establish linkages with other LGU’s and NGO’s, tourism boards and pursue sisterhood link-up with other LGU’s locally and possibly, with other countries and upgrade existing tourism facilities; develop the transportation system in cooperation with private groups;

On Youth and Sports
Thrust: Create a Sports Committee to come up with a comprehensive and wholistic sports development programs for the youth to develop their skills, sportsmanship, camaraderie, competitiveness; enhancement of sports facilities and equipment; conduct regular barangay sports festival; link-up with other LGU’s for friendly competitions. Get the youth on sports and keep them drug-free.

On Barangay Affairs
Thrust: Strengthen the relationships of barangay officials to their respective constituents and to their municipal officials; strict institutionalization of laws, policies and regulations in the conduct of their respective duties as barangay officials/leaders; train barangay leaders on crisis and disaster management by networking with other government agencies, such as the Philippine National Red Cross, Bureau of Fire Protection and other related agencies.

Mondano Team's GO AHEAD MAINIT

The 2010 blueprint of governance formulated by the Team of of Mayor Ramon Mondano is dubbed "GO AHEAD MAINIT".

GO for GOvernance.

AHEAD for Action for Health, Education, Environmental, and Agricultural Development

MAINIT stands for Motion for Administrative Enhancement, Internet Access, NGO Partnership, Infrastructure and Tourism Development.

Milestones during the team's FIRST Term in Office (2007-2010):
1. Increased Philippine Health Insurance (Philhealth) coverage from 512 to 4,500.
2. Assisted all students in Elementary and Secondary Schools in defraying cost of matriculation (P200 per student per year).
3. Subsidized seeds and fertilizers to farmers.
4. Built feeder roads, water systems, and street lighting using locally-generated funds.
5. Brought government services to the barangays through the Panambay sa Kabarangayan (medical mission and outreach), HAKOT Serbisyo sa barangay wherein LGU personnel held offices in cluster barangays during taxation period.

Mayor Mondano and his team (see here) is running for re-election under the Lakas-Kampi CMD merger.

MASTER PLAN AND FEASIBILITY STUDY FOR FLOOD CONTROL AND DRAINAGE PROJECT IN LAKE MAINIT WATER BASIN

The PMO assisted the Woodfields Consultant, Inc., a planning and engineering consulting firm commission by the DPWH Project Management Office for Flood Control and SABO Engineering Center for the conduct of Master Plan and Feasibility Study on flooding in one of the 15 river basin in the Philippines in which Lake Mainit is one site. This activity is a welcome development to solve the perennial flooding in the area and is long awaited project for the past 5 years. The team is composed of MR. SUSUMU HEISHE and ENGR. BARRY OCAY. They had also provided us a survey questionnaire on flood and sediment damage and present flood control, sabo and drainage facilities which was distributed to the six LGU’s affected by flooding.

The team schedule a five day visit last Jan. 22 to 26, 2010 to gather data from different concerned agencies like DPWH Engineering District for both Agusan del Norteand Surigao del Norte, NIA, PAGASA, PPDO of both provinces and selected LGU’s. The PMO had accompanied and guided them in their familiarization and ocular survey in the Lake and its tributaries including ground trotting of the Kalinawan River. The team visited all the tributaries that are passable by vehicle starting on the western side on the lake, from the Mayag river in Mainit and all rivers that it passes to the National Highway in Alegria, Kitcharao then going inside the inlet of Kalinawan in Jabonga.

In Jabonga, the team had survey the Bangonay River up to sitio Apaapa, Bangonay, Jabonga where the river split into two river, the Puyo and Bangonay. They also visit the confluence of Bangonay river and Kalinawan river at sitio Nangka, Colorado, Jabonga and ground trot the flood plains between Jabonga and Santiago. In Santiago we visit the Aciga river down to its confluence with Kalinawan at Brgy Lapaz, Santiago. The team river cruise from Lapaz to Corro in Jabonga to search for the rapids or any condition that may cause the flooding. The last area we visited is the Tubay river toward the sea.

All rivers and interesting sites are being marked by GPS including the maximum inundation level of the flooding. Photographs will also take and a brief history is being recorded. The initial data gather will be consolidated including the survey questionnaire and analyze. The team will be back by March to present the initial report and possible options to solve the flooding in the Lake Mainit.

The Mayor's current residence is at Brgy. Roxas, Mainit, Surigao del Norte

His family's religion is Roman Catholic and he is married to Dr. Crisanta O. Mondano. They have five children namely Donald, Yvette Ethyl, Gladys, Ram, and Karen. All are already married and the additional children of the Mondano family are the following: Renee, Lemyel, Erlan, Daryl, and James Ryan.

Ramon finished BS Elementary Education. He is well skilled in Carpentry and Auto Mechanic. He also plays tennis and basketball well.

He worked at the Lianga Bay Consumers Coop from 1970-1977 from being a clerk to a manager. His first stint as a public servant was in 1980-1985 when he was elected Municipal Councilor of Mainit. He then became the Municipal Mayor of of Mainit by the end of the millennium, 1992-2001, serving three-consecutive terms. He was then re-elected as Municipal Mayor of Mainit in 2007 and is currently holding the position.

Among his key achievements as leader of the town is the concreting of certain municipal roads, construction of the current Mainit Municipal Hall, the Mainit Lakeside Park and Basketball Court, and most recently, the multi-million-peso Mainit Kasili Lakeside Legacy Resort.

Born on June 23, 1950 in Mainit, Surigao del Norte. Current residence is at #162 Montaner Street, Brgy. Magsaysay, Mainit, Surigao del Norte

Married to Mrs. Eva Madrid Japay who has given him four lovely children: 1) Christian Jay, 2) John Ferdinand, 3) Joseph Alexander and, 4) Jayne Marie

Brother of Felixberto Moleta Japay, a businessman, and his sisters are Lina Japay Salgado (Senior Citizens Coordinator, Quezon City Hall), and Lilia Japay Galos (Staff, Land Transportation Office, East Avenue, Quezon City)

Cenon's father, Mr. Jose Beril Japay was originally from Gigaquit, Surigao del Norte

while his mother, Mrs. Luisa Mongado Moleta was a pure Mainitnon.

Cenon's relatives include the Moletas, Mongados, Mosendes, Libarneses, Salinos, Mozars, Lincunas, and Mondanos (Boboy Mondano’s side), among others.

He graduated with honors at Mainit Central Elementary School (1957 – 1963). He finished his high school with honors too at the then Mainit Municipal High School (now Mainit National High School, 1964 – 1968). At Far Eastern University in Manila (1969 – 1973), he graduated with the degree of Bachelor of Science in Commerce, Major in Business Management as a working student all throughout his college years.

His work experience has been mostly in the printing management business at Impressions, Inc. (1969-1970) and ELM Trading (1971 - 1979), until he became General Manager (1980-1986)and President (1986 to date) of his own company, the Christian Commercial Corporation. He also manages his own CCC Lotto Outlet since 1998.

He has attended various Seminars and Conferences. These include the following:

In cooperation with the Lake Mainit Development Alliance (LMDA), the Local Government Unit of Mainit has launched an LGU website at www.mainitsurigao.wordpress.com.

Thanks Manoy Onyot (kaiser), Johny, and the rest of your team for realizing this long awaited ONLINE PRESENCE of our town's officials, achievements, accomplishments, people, features, and lot more!

KUDOS too to Mayor Ramon Mondano and his team for finally exerting the final effort to push realization of the website project!

I encourage every Pidjanga reader to visit the Mainit website particularly the beautiful photos of Lake Mainit and the new Kasili Lakeside Resort.

By August 2010, the Pidjanga blog will be 5 years old. I think by then, both LMDA and the Mainit website will be fully featuring what I have been posting here. I've already thought of "retiring" last year, so I think by mid-2010, that will be realized. Let's see.

Once again, kudos and this is a very good new years gift to all Mainitnons and Pidjangas.

Who is Cenon Japay?

A number of you has inquired in this blog about Mr. Cenon Japay, who, all of a sudden became a mayoralty candidate of our town, opposing the candidacy of the incumbent mayor, Mr. Ramon Mondano.

As a response, I've texted Mano Cenon last week telling him about the inquiries and asked him if he is willing to post his Resume here in the blog, and also possible his platform of government for the town.

Unfortunately, I still don't have his response (which is unusual because in the recent past, he quickly replies to my texts).

But anyway, for those who are inquiring, here's my little knowledge about the man:

1. He belongs to the Moleta clan (Cenon Moleta Japay) i.e. relative of mano enteng (Vicente Sr), atty/judge ignacio, mana biyay (Maria), etc.

2. He was one of the longest-reigning president of Kapunungan Sa Mainitnon, Inc (KASAMA) circa 1980s-1990s.

3. Former president of a Rotary Club in South Manila.

Kamo rakay dugang kun may inhibayuan pa kamo mahitungod dija! Pero sakto isab na mangutana... kay unhon man pagboto sa kandidato na waya hikilay-i?

My president... My mayor...

I am on my final stages of selecting whom to vote for President on May 2010.

Remember that I blogged last May 2009 about those I have initially listened too. Gordon and Gibo both topped my list.

After Cory died, I seemed to have fallen to the "mob" and joined the wagon of Noynoy supporters. Who doesn't want to continue the fight that Cory and Ninoy started?

But as I listen more to our presidentiables, I seemed to be more convinced to Gibo's advocacies. And I think more and more Filipinos begin to be joining Gibo's causes as evidenced by the results of the most recent election survey.

I've posted my thoughts on Gibo (www.gibo.ph) vs Noynoy (www.noynoy.ph) in my personal Facebook account and I generated mixed reactions. But those who oppose Gibo don't actually dislike him, but the party and the "force" he is in... "the right person in the wrong crowd". But still, for me, it's the personal conviction, integrity, and resoluteness on issues that pertains to the national interest that MATTERS to me.

Gibo's stand on the reproductive health issue, on constitutional amendment, and Mindanao security ASTOUNDEd me most. Noynoy merely said "we can discuss about it more in a proper forum".

I hope to hear the same level of debate between Mano Ramon and Mano Cenon. Who among them has the concrete platform to address Mainit's development concerns...? who has the better (I can't use the term "best") plan for sustainable environment? for people empowerment and livelihood? for universal access to healthcare? for youth development? and for good governance?

When you get to meet them personally, could you please ASK THEM on this? Thanks.

MNHS 2009 Alumni Homecoming

I was told that the MNHS Alumni Reunion will now be held annually. This year's homecoming is set on December 26-27, 2009. The graduates of 1959 (Golden) and 1984 (Silver) are the sponsors being the jubilarians of the year.

Mosende and Mosende

I feel proud to be a Mosende... the family has helped shape the township of the Municipality of Mainit by being active in all facets of its development especially in the realm of culture and politics.

But currently, I feel disheartened by the fact that there are two Mosendes running for a provincial post from opposing parties. I just fear that there will be a number of invalid votes if a voter writes just "Mosende" in the ballot. I would have preferred a one solid Mainitnon vote for a representative in the Provincial Legislative Body.

I'll just wish Mano Banoy and Ronie all the luck! Posible sab na sila duha an makadaug!

Instead of a reply... I was "unfriended" in Facebook. I finally got the taste of the Oxford's "Word of the Year" for being concerned about town's current "state of health".

President Gloria Macapagal-Arroyo is set to inaugurate the newest lakeside resort-hotel in Lake Mainit – the Mainit Kasili Lakeside Legacy Resort at Mainit town this province on Monday, December 14, 2009.

The inauguration of Mainit Kasili Lakeside Legacy Resort is expected to boost the tourism potential of the lake which has been known as the fourth largest and the deepest lake in the entire country.

Mainit Mayor Ramon Mondano personally supervises the construction of the LGU-funded multi-million structure.
